The Ordinary Meeting of the Parish Council was formally opened
by Councillor Mr David Probert Chairman at 7.00pm

1.0 Apologies for Absence
No apologies were received as all Parish Councillors were present
Bromyard Locality Steward for Balfour Beatty Living Places (BBLP) Ms Cathy Berkeley not present
No representative from the Local Police Team

2.0 Declarations of Interest & Dispensations
2.1 To receive any declarations of interest in agenda items from Councillors
No Declarations of Interests were made

2.2 To consider any written applications for dispensation
No Written Applications were received

3.0 Minutes of Previous Meeting
To receive, approve and sign the Minutes WBPC/HALC/002 as a true record of the Ordinary Parish Council Meeting held on Tuesday 23rd February 2016 were unanimously confirmed as a true record and signed by Councillor Mr David Probert Chairman

4.0 Parish Council Clerk & RFO
To approve use of Qualified Acting Clerk from HALC until such time as a suitable candidate can be located and engaged
The Parish Council unanimously agreed to keep the services of HALC as Clerk for the foreseeable future, at a cost of £150.00 + VAT per meeting, until a suitable Parish Clerk can be sourced

5.0 Ward Councillor’s Report
Ward Councillor Mr Jonathan Lester representing 9 Parish Councils in the Three Crosses Ward gave a verbal report including:-
Planning decisions being overturned – Leintwardine development of 40 properties
Herefordshire Council must have a five year housing supply
Schools being turned into Academies, Herefordshire Council loosing school land, no business rates to pay, parents no longer being Governors
Small holdings – there is now a Disposal Strategy in progress
Southern relief road has funding approval, but now waiting for planning to be passed

6.0 Public Question Time
A 10 minute period is to be allocated if required to facilitate any member of the public to address the
Parish Council

7.0 Standing Orders and Financial Regulations
7.1 The Parish Council unanimously adopted their Revised Standing Orders, signed by Councillor

7.2 The Parish Council unanimously adopted their Financial Regulations, signed by Councillor

8.0 Code of Conduct
The Parish Council unanimously adopted their Code of Conduct, signed by Councillor
Mr David Probert Chairman, Councillor Mr Richard Williams and witnessed by HALC Clerk

9.0 Neighbourhood Development Plan
Councillor Mr Richard Williams updated the Parish Council with regards to the Neighbourhood
Development Plan.
The Regulation 16 Consultation stage had now been reached, running from 15th March 2016 to
27th April 2016.
A short list of examiners had been supplied by Herefordshire Council for the inspection, which would be followed by the Referendum.
The End of Grant Form had been completed and an amount of £1,304.00 had been returned to Groundwork UK. leaving a balance of £1,200.00 for future expenses with any remaining money being returned.

10.0 Year End Accounts
Parish Councillor Mr Tony Walsh presented the completed Final Accounts for the Parish Council up to
31st March 2016 (Spread Sheet A), Carried Forward balances for 2016-2017 (Spread Sheet B) and a full breakdown for the Neighbourhood Development Plan (Spread Sheet C) see appendix A B C

The Parish Council unanimously thanked Tony for all his hard work and effort as Responsible Financial Officer (RFO) during the year and for preparing the end of year accounts so professionally for the Parish Council.

HALC Clerk Mr Malcolm Walker to take on role of RFO and organise an Internal Audit and complete the External Audit Form from Grant Thornton

A VAT Claim from 31st April 2013 – 31st March 2016 had been submitted to HM Customs & Excise for the amount of £195.42.

Cheque signatories to be added to the Nat West Bank Mandate Form are:-
Councillor Mr Roger Barnett, Councillor Mr Keith Bayliss and Councillor Mr Richard Williams

HALC Clerk Mr Malcolm Walker to received Bank Statements at the HALC Office and set up Online
Banking for the viewing and printing of bank statements only.

Previous Parish Clerk Nicky Evans to be removed from all documentation

11.0 Community Infrastructure Levy (CIL)
The Parish Council resolved to NOT reply to the CIL Consultation

12.0 Transparency Grant Application update
The Transparency Grant from National Association of Local Councils (NALC) had been awarded but not yet received amounting to £2,026.00.
The Parish Council unanimously agreed for HALC Clerk Mr Malcolm Walker and Councillor
Mr Richard Williams to meet and purchase required equipment (laptop and scanner/printer) when convenient and when funds have cleared.
Mr Mark Millmore to be instructed to build new website for the Parish Council

14.0 Confirmation of Time, Date & Venue of next meeting
The next Meeting will be the Annual Meeting of the Parish Council on TUESDAY 10th May 2016
in Yarkhill Village Hall and is due to commence at 7.15pm or immediately on completion of the Annual Parish Meeting if later
